Location technology is often presented as the answer to personnel accountability. If a system can detect a badge, phone or tag, it appears to know where the person is.
But during an incident, location is not the same as status. A device can be left behind. A badge can remain in a vehicle. A previous gate or zone event can be correct historically and still say nothing about the person's current condition.
